    User manual for the Speco O2BLP1M — a 2MP License Plate Recognition (ANPR) IP camera with built-in PoE and IP67-rated outdoor housing.

    Overview

    Main features: built-in PoE (Power over Ethernet), integrated IR LEDs for low-light vision, IP67-rated for outdoor installations, and remote viewing via web browser, mobile app, or VMS. Default login is username admin, password 1234.

    Safety & Installation Notes

    • Use a certified/listed 12VDC Class 2 power supply only. Do not connect two power sources at once — the product must be grounded to reduce shock risk.
    • Install in a cool, dry place away from direct sunlight, heat sources, and electromagnetic radiation (which can cause CMOS sensor failure). Do not block ventilation openings or allow water/liquid intrusion.
    • Do not touch the CMOS sensor optic component directly — use a blower for dust. Clean the enclosure with a dry soft cloth (or slightly dampened with neutral detergent for heavy dust); improper cleaning can affect IR performance/reflection.
    • For the dome cover (an optical component): use an oil-free soft brush or hair dryer for dirt, or oil-free cotton/paper soaked with alcohol or detergent for grease/fingerprints, wiping from the lens center outward.
    • Installation and repair should be done by qualified personnel only.

    Network Setup & Live View

    The camera is set to DHCP by default. Install "IP Scanner" from the included CD to discover the camera's IP address, model number, and MAC address on the local network, then double-click to open the web viewer (or enter the IP address directly in a browser). After logging in, install any required browser plug-ins for viewing video.

    The live view interface includes controls for original size / fit-to-scale / auto-fill / full screen, start/stop live view, two-way audio, audio enable/disable, snapshot, and local recording, plus zoom in/out and a zoom/focus control panel (Zoom -/+, Focus -/+, and one-key auto-focus for when the image goes out of focus after manual adjustment). Indicator icons for SD recording, sensor/motion alarms, color/clarity abnormalities, scene change, and license plate detection flash only when the corresponding event is enabled.

    System Configuration

    • Date and Time: set time zone and enable/disable DST under System > Date and Time.
    • Local Recording: set the storage path for captured pictures/videos on the local PC, enable/disable bitrate display and face snapshot storage, and pick a Render Mode (high-efficient, compatible, or low-efficient — use low-efficient for computers without a dedicated graphics card).
    • SD Card Management: format on first use, "Eject" to safely stop writing before removal, and set snapshot/video capacity quotas.
    • Schedule Recording: set record stream, pre-record time, cycle writing, and a weekly or day-specific recording schedule (day schedules take priority over weekly).
    • Snapshot Settings: configure format, resolution, quality, snapshot interval/quantity, and timing snapshots.

    Video Configuration

    Image settings include brightness, contrast, hue, saturation, sharpness, noise reduction, and defog (for foggy/dusty/smoggy/rainy conditions). Backlight compensation modes include Off, HWDR (wide dynamic range for high-contrast scenes), HLC (highlight compensation), and BLC (auto exposure for dark objects). Other options: High Frame Rate (up to 60/50fps main stream, requires restart), Antiflicker (50Hz/60Hz), Smart IR (prevents over/underexposure), auto White Balance, Day/Night/Auto/Timing mode, Infra-red mode, Shutter mode (auto/manual), Corridor Pattern (0°/90°/180°/270° for hallway framing, 1080p or below), and image mirror/flip. Day/night parameters can follow a scheduled timing pattern.

    Video/Audio configuration covers three adjustable streams: resolution, frame rate, bitrate type (CBR = constant bitrate; VBR = variable, adjusts to scene motion for bandwidth savings), I-frame interval, and video compression (MJPEG, H.264/H.264+/H.264S, H.265/H.265+/H.265S). Smart H.265/H.264 (the "S" variants) automatically reduce bitrate when no vehicle is detected without hurting image quality. Audio encoding supports G711A/G711U.

    OSD, Video Mask, and ROI configuration let you set the on-screen time stamp/device name/overlay text, mask out private regions, and define a Region of Interest for encoding priority.

    Alarm & Event Configuration

    Motion detection, sensor input/output, and alarm server settings follow standard schedule-based alarm trigger setup. Exception detection covers scene change, video blur, and video color cast — each with an adjustable sensitivity slider (higher = more sensitive). Auto-focus should be disabled for exception detection, and it's best not to enable it in scenes with large lighting swings.

    Automatic Number Plate Recognition (ANPR) — Key Feature

    ANPR detects and compares license plate numbers, triggering alarms on a match. Setup steps (Config > Event > ANPR):

    1. Enable ANPR and set alarm holding time / trigger options (same workflow as motion detection).
    2. Draw the detection area (drag the rectangle border) and set min/max detectable plate size — default range is 5%–50% of the image. Optionally draw up to 4 blocked areas that won't be scanned.
    3. Set an ANPR schedule (same UI as recording schedules).
    4. Vehicle Database: add vehicles individually (plate number, list type, start/end time, owner, plate type) or via "Bulk Entry" — download the example file template, edit it, then Browse/Upload to import multiple vehicles at once. List types: unknown vehicle, allow list, or block list.
    5. Comparison & Linkage: set fault tolerance (up to 2 mismatched characters still counts as a match), pick the comparison list (allow/block/unknown), and enable alarm output on a match.
    6. Matched captures show the list type under the plate number in the live-view snapshot gallery; click a matched picture for full match details.

    Camera Placement Requirements for ANPR

    • Keep the lane and entering/exiting vehicles' plates always visible in frame; avoid obstructions (pillars, doors) and busy scenes (trees, pedestrians, other moving objects).
    • The monitored road should run straight for at least 165 ft in front of/behind the camera, pointed at the front or rear of vehicles.
    • Overhead monitoring: install at 15–20 ft height (H); camera-to-capture-area distance (D) should be 50–82 ft (typically 3–4x the height); captured-area length (L) 50–65 ft; vehicle speed under 40 mph; depression angle 10°–15°; pan angle 0°–20° (roadside) or -10°–10° (centered overhead).
    • Entrance/exit monitoring: install at 4.2–5 ft height; distance (D) 8.2–10 ft; captured-area length (L) 5–6.5 ft; depression angle 0°–5°; pan angle 5°–20°.
    • The plate's tilt angle in the captured video should stay within -5° to 5° — adjust the camera's pan angle if it doesn't.

    Network Configuration

    Connect via DHCP (automatic local IP) or PPPoE (enter ISP username/password; enable IP Change Notification via email or FTP since the WAN IP can change). Default ports: HTTP 80, HTTPS 443, Data 9008, RTSP 554 — all changeable. Additional network features: Server Configuration (for VMS integration), DDNS (recommended for DHCP setups accessed over the internet), SNMP (for remote status/parameter monitoring), 802.1x (port-based authentication via a compatible switch), RTSP (streaming URLs for media players like VLC, including multicast addresses), UPnP, Email, FTP, HTTPS, and QoS.

    Security & Maintenance

    User Admin, Online User tracking, Block/Allow IP lists, and Security Management round out access control. Maintenance covers Backup/Restore, Reboot, firmware Upgrade (via USB or network), and an Operation Log for auditing.

    Search

    Image Search locates saved snapshots; Video Search covers both local (PC-saved) and SD-card-stored footage, with a 24H/12H/2H/1H timeline view and a clip-and-download workflow (set start/end points on the timeline, then download to the PC).

    Troubleshooting

    • IP Scanner shows no device: confirm the PC and camera are on the same local network.
    • Internet Explorer can't download ActiveX control: Tools > Internet Options > Security > Custom Level, then enable all options under "ActiveX controls and plug-ins."
    • No sound: confirm the audio input device is connected, and that the audio function is enabled on the corresponding channel.
