Speco O2BLP1M — License Plate Recognition Camera Quick Start Guide

The Speco O2BLP1M is an outdoor license plate recognition (LPR) IP camera designed for lane, entrance/exit, and overhead vehicle monitoring, with PoE support and a micro SD card slot for local storage.

Connections & Controls

An outdoor security cap is recommended when installing outdoors.

Connecting the Network Cable

1. Loosen the nut from the main element.
2. Run the network cable (without an RJ45 connector) through both elements, then crimp on the RJ45 connector.
3. Connect the cable to the hermetic connector, then tighten the nut and main cover.

Installation

SD Card

Open the camera cover, insert a micro SD card, and reinstall the cover evenly.

Junction Box Mounting

Before starting, confirm the wall or ceiling can support 3x the combined weight of the camera and junction box.

1. Open the mounting base and upper cover of the junction box.
2. Install the junction box mounting base to the wall using the provided screws.
3. Fix the camera's mounting base to the upper cover of the junction box.
4. Route cables through the cable hole, connect the camera, and install it onto the mounting base.
5. Three-axis adjustment: preview the live image on a monitor, loosen the fixing screws, and adjust for pan (360°), tilt (90°), and rotate (360°) to get the optimal angle.

Camera Placement Guidelines for License Plate Capture

Capture rate depends on speed, lighting, position, plate design and other factors. General guidance:

• Keep the lane and entering/exiting vehicles' plates visible in frame at all times.
• Avoid obstructions (pillars, doors, obstacles) and busy scenes (trees, pedestrians, non-motor vehicles).
• The monitored road should be straight for at least 165 ft in front of/behind the camera, pointed at the front or rear of the vehicle.

Overhead Monitoring

• Installation height (H): 15–20 ft
• Distance to captured area (D): 50–82 ft (typically 3–4x the installation height)
• Captured area length (L): 50–65 ft
• Depression angle: 10°–15°
• Pan angle: 0°–20° if mounted to the side of the road; -10° to 10° if mounted directly above the lane center
• Vehicle speed assumption: <40 MPH

Entrance & Exit Monitoring

• Installation height (H): 4.2–5 ft
• Distance to captured area (D): 8.2–10 ft
• Captured area length (L): 5–6.5 ft
• Depression angle: 0°–5°
• Pan angle: 5°–20°

License Plate Tilt

After installation, log in to the web client and check the plate's tilt angle in the captured video — it should be within -5° to 5°. If it's outside this range, adjust the camera's pan angle to correct it.

Web Operation & Login

1. Connect the camera and PC to the same local network (camera defaults to DHCP).
2. Install and run the IP Scanner utility from the included CD.
3. In the device list, locate the camera by IP address, model, and MAC address; double-click to open the web viewer, or enter the IP address manually in a browser.
4. Default login: username admin, password 1234. Follow on-screen prompts to install any required browser plugins.
