    Setup and configuration instructions for the Napco SLe-GSM Radio Reporting system with PCD-Windows Quickloader 6.1 — a GSM/GPRS alarm signal transmission path that reports alarm panel signals to a central station through Napco's StarLink Network Operations Center (NOC).

    Before Powering Up

    • You must be an active NAPCO StarLink dealer (SL-1 series or SLe series) with a StarLink account — register at www.napconoc.com.
    • The radio ID# that came with your unit must be registered in your account, with a data plan selected.

    How It Works

    The SLe-GSM radio attaches to any NAPCO (or non-NAPCO) alarm control panel and reports alarms to the central station programmed into the panel — no additional programming is required by default. The radio captures the alarm, sends it to the NOC, which routes it to the central station and waits for a "kiss-off" (return receipt). Once received, the radio clears the alarm from memory. If no receipt arrives, the radio re-transmits; if it still fails, the Fail-to-Communicate PGM output activates, which the panel can read and display.

    Auto Enrolling (Default Behavior)

    • Works automatically with Contact ID or 4/2 formats.
    • Default 30-day GSM radio check-in supervisory timeout; sends a check-in to the NOC every 30 days.
    • PGM output 1: normally low, goes high on any trouble (low battery, line cut, fail to communicate, etc.)
    • PGM output 2: normally open collector, goes low if the radio fails to receive a kiss-off.
    • PGM output 3: normally open collector, goes low if Telco Line Cut is detected (backup mode).
    • Radio jumpers set for PRIMARY mode by default (no telephone line — panel connects to the radio only).

    Auto Enroll Procedure

    1. Program the alarm panel to report to your chosen central station via Telco reporting (account number + CS receiver phone number, with prefix if needed).
    2. Connect power and Tip/Ring to the radio per the Quick Start Guide (WI1972 or WI1936).
    3. Power up and wait for the green LED to blink a repeating pattern at rate ≥4 (rate 3 may work if cell signal is stable) — this confirms adequate signal.
    4. Send any signal from the alarm panel. The radio captures the CS phone number, account number, and format, sends it to the NOC, and forwards the alarm.
    5. The radio automatically sends GSM check-ins every 30 days; if the NOC misses a check-in, a Supervisory signal (Contact ID E356, or 99 for 4/2) is sent to the CS using the captured info.

    Panel Uploading / Downloading

    NAPCO panels supporting TCP/IP reporting (GEM-P816, GEM-P1632, GEM-P1664 v30+, GEM-3200, GEM-P9600, GEM-X255 v50+, or GEMC C-Series) can be uploaded/downloaded via Quickloader 6.1+ over the SLe-GSM radio. A download cable must connect the panel data jack to the radio's RJ connector. If the radio is mounted more than 6 feet from the panel, use the SLe-DLEXT Download Extender Module.

    NOC Programming (via www.napconoc.com)

    • Log in with the Radio ID#, username, and password provided by NAPCO Customer Service. The site uses Microsoft Silverlight (auto-installs on first login).
    • General tab: View radio status, subscriber info, and toggle between Auto Enroll Programming (AEP, captured automatically from the first signal) and Dealer Entered Programming (DEP, manually entered reporting numbers/account numbers).
    • Supv Timeout: How long the SRMC waits for a check-in before sending a Supervisory signal — must be ≥ the Supv Heartbeat interval. Heartbeats shorter than 30 days require an appropriate data plan.
    • Email/text alerts can be configured for Open/Close, Alarm, Trouble, or Supervisory events (requires a supporting data plan).
    • Inputs/Outputs tab: Configure IN1–IN3 (Smart Channel Fire/Burg — IN1 only, monitors bell cadence for Fire/Burg/CO; Armed Status From Panel; or User Defined) and PGM1–PGM3 outputs (Trouble Output, Remote Control Output, Remote Arm/Disarm Output).
    • Advanced tab: Reboot / Reboot with Default, Monitor/Tamper/Reboot/Line Cut point ID configuration, Installation Dialing Plan (for PBX systems), Abort Delay, PC Security Code.

    Caution: The PC Security Code defaults to 0,0,0. If you forget a custom code after changing it, NAPCO cannot override it remotely — the radio must be returned to NAPCO for factory reprogramming.

    Logs

    • Signal Log: Date/time of reportable signals, event data, signal strength, CS phone number dialed, and delivery attempts (up to 8 tries per signal before a re-transmit or Fail-to-Communicate output).
    • Check-In Log: Radio transmissions used only for SRMC monitoring (not routed to the central station).
    • Edit History: Tracks configuration uploads/downloads.

    Quickloader 6.1 Setup

    1. Install Quickloader 6.1 from the included CD, following the standard install prompts.
    2. Go to File → Dealer Settings → Dealer Defaults tab, and enter your StarLink Dealer ID and Password (entered once per Quickloader database).
    3. Click the "radio modem" button (next to the telephone icon) to open the Panel Communications dialog.
    4. Enter the 7-digit GPRS Device ID (printed on the radio's barcode tag and in your Agreement).
    5. Select the desired transfer options and click OK.

    Quickloader uses a TCP/IP secure socket connection — ensure your network router allows access to ports 10090 and 10091.

    Warranty

    Napco Security Systems, Inc. warrants its products against manufacturing defects in materials and workmanship for 36 months from the date of manufacture, repairing or replacing defective units at its option. Warranty excludes units repaired by others, improperly installed, misused, or altered. NAPCO recommends the entire security system be tested weekly.
